T3 is a solution focused organization led by Northwest Native leaders with decades of experience in community & economic development. The founding T3 Team is made up of leaders experienced in tribal technology and policy issues. Headquartered in the Seattle area, T3 serves Tribes and Native people in Washington, Idaho, Oregon, Montana and Alaska.

Our Programs

Digital Literacy

  • Technical Assistance & Training for Tribal Communities:
    • Provide comprehensive technical assistance and training programs tailored to the unique needs of tribal governments.
    • Equip tribal communities including tribal government staff with the latest knowledge on technology, broadband, and telecommunications to enhance governance and community services.
  • Advocacy for Equal Access:
    • Advocate for fair and equal Native access to technology, including internet, cell, radio, and TV coverage.
    • Work towards eliminating digital disparities and ensuring that tribal communities have equitable opportunities to harness the benefits of modern technology.
  • Stakeholder Engagement:
    • Convene and facilitate collaborative meetings involving Tribal, Federal, State, and Private Industry Partners.
    • Foster partnerships that promote knowledge sharing, innovation, and the development of sustainable technology solutions within tribal communities.
  • Research & Policy Analysis:
    • Conduct in-depth research and policy analysis to provide valuable information to tribal leaders.
    • Assist in the development of community-wide technology systems by offering insights into best practices, policy frameworks, and innovative solutions that align with the cultural values of tribal communities.

Financial Literacy

  • Financial Management Education:
    • We offer financial education programs that are tailored to our communities needs and customs.
    • Empower community members with essential knowledge and skills for effective budgeting, saving, and long-term financial planning.
    • Support and strengthen entrepreneurs and artists in our tribal communities.
    • Facilitating the connection of community members and entrepreneurs with loan programs and financial advisors.
  • Fintech Training (Finance and Technology):
    • Provide specialized training on Fintech platforms, including online banking and peer-to-peer financial services like Venmo, Zelle, Facebook Pay, mobile pay, etc.
    • Work towards eliminating digital disparities and ensuring that tribal communities have equitable opportunities to harness the benefits of modern technology.
    • Enforce and educate on Security best practices around finances and technology.
  • Financial Counseling Services:
    • One-on-one financial counseling services to community members, addressing their specific financial challenges and goals.
    • Provide personalized guidance on debt management, savings strategies, and financial decision-making.
  • Security Awareness and Anti-Scam Training:
    • Workshops on security awareness, emphasizing how to identify and avoid phishing attempts, scams, and fraudulent activities.
    • Equip community members with the skills to protect their personal and financial information when engaging in online transactions.

Andrea Alexander

Founder, Executive Director

Andrea Alexander, 30 years of community development & activism leveraging over $5 million 150 new jobs for Indigenous people. Native people working Tribal transportation, energy development, philanthropy and economic development have benefited from programs Andrea developed. Andrea currently serves on the Community Economic Revitalization Board (CERB) and the Native Reentry Board. Executive Director experience: Affiliated Tribes of Northwest Indians, Governor’s Office on Indian Affairs, Potlatch Fund & the Makah Nation. Andrea gained philanthropic experience through First Nations Development Institute, Director of Grants Social Justice Fund Northwest, Philanthropy Northwest Grantmakers of Color, and founder of the Potlatch Fund and the Northwest Native Asset Building Coalition. Her Current passion is technology policy and Financial Empowerment for Indigenous Peoples.

Will Booth

Director of Operations

In their diverse career, Will seamlessly handled various roles, including Special Projects and managerial positions in the military. Completion of Leadership programs has honed their adaptability. Volunteering with local nonprofits enhanced their community-focused skills. They continue to develop in diverse industries, particularly in Diversity and Inclusion programs. This experience fuels their commitment to serving Native Communities, spanning Native Veterans, Tribal Elders, 2S/LGBT+ Veterans of Color, and families.

q́ʷaťələmu (Nancy Jo Bob)

Curriculum Resource Manager

q́ʷaťələmu (Nancy Jo Bob) is an enrolled member of Lummi Nation, a descendant of the House of sťǝtiɫǝm, a Jamestown S’kallam ancestral chief, and a descendant from the House of ʔalabǝɫ, a Duwamish ancestral Chief named Doctor James. She is the manager for Curriculum Resources for T3, the manager of the Nisqually Langauge Resource Center at Nisqually Indian Tribe and the Executive Director of House of Living Languages. www.houseoflivinglanguages.com

She earned a BA in Elementary Education with a K-8 teaching endorsement and K-12 special education endorsement and a Master of Arts in Education from a collaborative program between Antioch University Seattle and the Muckleshoot Tribal College. Her Master’s research resulted in writing a teaching guide, How to Integrate Coast Salish Culture and Languages within Tribal School Classrooms.q́ʷaťələmu has a personal focus on research and revitalization of the Coast Salish Languages and implementing language education protocols. She has assisted many Western Washington tribes to create and design their tribal language programs, teacher certification programs, media/technology development programs, graphic art and design for language materials and curriculum, and provided language orthography development.Her passion for revitalizing tribal languages has led her on the path to become a self-trained digital navigator. Her expertise on teacher training, language and culture, and program development gives her an insight on curriculum resources & development for digital navigation training programming and workshops.

Joshua Whitener

IT Manager | Tech Trainer


Joshua Whitener is a member of the Squaxin Island Tribe, a nation of the southern most Salish Seas encompassing Olympia, Washington. Joshua has grew up with technology in the 90’s, helping setup Wa He Lut Indian School’s first computer lab and moving with technology, teaching computer literacy in his community and abroad. Once completing his education at the University of Washington, Joshua moved to Cameroon (West Africa) to develop and teach computer literacy programs at several schools for over two years. Following this he returned to the Squaxin community working in Information Technology with a focus on GIS (Geographic Information Systems), Database Administration, Software Development and Work Force Development.

Joshua joined T3 in 2022, bringing his expertise to the T3 team as we grow both in our Digital and FinTech training programs.
